Public Comment
At public meetings, there are always periods for public comment. The first comment period is for residents to comment on agenda items. Members of the public are afforded three (3) minutes to speak on agenda items only. Members may not stack or cede time to other speakers to increase the time allotment of any one individual beyond three (3) minutes. Members are requested but not required to state their name and address for the record. A second public comment period occurs after agenda items have been completed, this time, members may speak on any topic within the City portfolio. Again, members are allotted three (3) minutes to speak on their topic and are requested to state their name and address for the record.

If a member is not able to attend a meeting in person to make their comment, they may do so by emailing the City Clerk's office at clerk@cityofsaline.org. Written comments must be submitted no later than three (3) hours before the start of the scheduled meeting on the date.

ln addition to the content of the public comment the communication should clearly state if the submitter desires that the message be read and the time and date of the public meeting at which to read it. The same time limitations shall apply to the reading of written public comment as to in-person comments. Conveyance of written comments is considered a privilege and not a right under this policy.

The City and its staff shall not be responsible for errors, omissions or inconsistencies occurring as a result of submitting a comment in written form in lieu of in-person, including but not limited to failure to deliver such comment. Written messages that constitute a breach of peace may be redacted, reduced, or eliminated so as to comply with the same standards applied to in-person comments. Any comments read during the meeting, whether containing the entire original message or some portion of it, shall be made a part of the public record. Written comments shall be reduced to comply with the three-minute limitation.
