Bids and Purchasing  

The City of Saline will engage in purchasing activities that are fair and equitable, and which provide the maximum purchasing value for public funds.  The City of Saline will implement procedures designed to maintain a procurement system of quality and integrity.

Purchasing structure  

Purchases less than $3,000:  Purchases in the dollar amount are made by the department head or their designee. A minimum of three quotes for goods and services must be requested. Price quotes obtained from vendors/sellers may be verbal, written, electronic, or via reverse auction.  
Purchases of $3,000 up to, but not including, $25,000:  Purchases or contracts within this range shall be obtained competitively and require the solicitation of a minimum of three (3) price quotes. The quotes should be obtained in writing and must be included when requesting a purchase order.  The purchase or contract shall be awarded to the qualified vendor that offers the best value in the opinion of the Department Head and Treasurer and upon the approval of the City Manager.   
Purchases of $25,000 or more:  Formal competition is required. Purchases or contracts estimated to exceed $25,000 shall require formal competition, as deemed appropriate, including but not limited to: competitive sealed bids, requests for proposals, quality-based selection, negotiated purchases, etc. 


Competitive Sealed Bidding:
When required, an invitation for bids shall be issued and shall include specifications, and all contractual terms and conditions applicable to the procurement. Public notice of the invitation for bids shall be given with reasonable notice prior to the bid submission date set forth therein. The notice will be available on this webpage in the Open Bids section below and on the MITN website. The public notice shall state the place, date, and time of the bid opening. 

Request for Proposals (RFP): When the Purchasing Manager determines that the use of competitive sealed bidding is either not practicable or not advantageous to the City of Saline, a contract may be entered into by use of competitive sealed requests for proposals. This process is used when pricing a bid becomes difficult due to the more elaborate structure of the procurement.  

Request for Qualifications (RFQ): When it is considered impractical to initially prepare a purchase description to support an award based on price, and/or where the capability of the prospective proposers or bidders are uncertain, a request for qualifications may be issued. Once the prospective bidders/offerors have submitted their responses to the RFQ and have been determined to be technically acceptable and qualified to perform, then an invitation to bid or RFP may be issued to the qualified bidders/offerors.  

Bid Process 

Locating bids: All formal solicitations from the City of Saline will be listed below under the Open Bids tabs below and on the Michigan Intergovernmental Trade network.  

Submissions: Bids must be submitted in a sealed envelope, box, or package, and clearly marked with: Bid Title, Bid number, Respondent’s name, address, phone, and contact name, to the City of Saline, 100 N. Harris St., Saline, MI 48176. Failure to clearly mark this information may result in a premature opening or failure to open such proposal. If allowed as stated in the bidding document, sealed bids may be submitted electronically via the MITN website (bidnet.com) or to bids@cityofsaline.org. If emailing a bid, include a subject line stating “SEALED BID, Name of Bid, and Bid number” before the due date and time. Any email subject lines not clearly stating the above-mentioned requirement could result in a premature opening or a failure to open the proposal. Faxed or telephone bids are not acceptable. 

Bid Opening: Bids shall be opened publicly in the presence of one or more witnesses following the deadline set for the submission of bids at the time and place designated in the invitation for bids. The City of Saline shall hold a public bid opening when required by law, or when in the opinion of the City Manager, a public bid opening is in the interest of the City of Saline. The amount of each bid, and such other relevant information as the Treasury deems appropriate, together with the name of each bidder shall be recorded. The record and each bid shall be open to public inspection in accordance with Act 442 of the Public Acts of 1976, MCL 15.231 et seq. 

Bid Tabulations: Official Bid Tabulations will be available on the city website within 2 business days of the bid opening.  

Bid Award: The contract shall be awarded by appropriate notice to the responsible and responsive bidder whose bid meets the requirements and response selection criteria set forth in the invitation for bids.

The successful firm shall comply with the Elliot Larson Civil Rights Act, 1976 PA 453, as amended, MCL 37.2101

Title VI:   The City of Saline, MI, in accordance with Title VI of the Civil Rights Act of 1964 and Title 49, Code of Federal Regulations, hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration of a bid award. 

Non-Iran Linked Business:  By signing this bid document, I certify and agree on behalf of myself and the company submitting this proposal the following: (1) that I am duly authorized to legally bind the company submitting this proposal; and (2) that the company submitting this proposal is not an “Iran linked business,” as that term is defined in Section 2(e) of the Iran Economic Sanctions Act, being Michigan Public Act No. 517 of 2012; and (3) That I and the company submitting this proposal will immediately comply with any further certifications or information submissions requested by the City in this regard. 

Conflict of Interest: The Contractor warrants that to the best of the contractor’s knowledge, there exists no actual or potential conflict between contractor and the City, and its services under this request, and in the event of change in either contractors private interests or services under this request, contractor will inform the City regarding possible conflict of interest which may arise as a result of the change. The contractor also affirms that, to the best of the contractor’s knowledge, there exists no actual or potential conflict between a City employee and the contractor.
